In January 2016, the NYS Division of Human Rights (DHR) adopted final regulations clarifying non-discrimination protections for transgender and gender-nonconforming people under the state's Human Rights Law in employment, housing, access to credit, education, and public accommodations. New York's approach for addressing statewide these protections is unique among other states. This CLE will provide an overview of the new regulations, their importance in relation to protecting a very vulnerable population, the availability of attorney's fees for bringing certain cases under the Human Rights Law, and details on the process of filing administrative complaints with the DHR on behalf of transgender and gender non-conforming clients.
